Would it be better to go for a certificate in website development or an associates degree?
I understand the difference between a certificate and a degree, but don’t see how having one over the other would pan out when looking for a job in the field of web design… anyone have good insight?
associates degree, that leaves you open to more college and a bachelors degree later if you choose. If you just get the certificate, you have to start all over again if you change your mind later and want to do something else.

Do netbooks work well enough for running xampp for website development. (PHP, MYSQL, AJAX, JAVASCRIPT).?

Yes, of course they do. I have an Asus EEE and I’ve used it with Rational Software Architect, a piece of dev software that’s waaaaaaaaay heavier on the CPU that what you want to do.
The screen is small, but it’s ideal for a lightweight, cheap solution for dev work. You can install the LAMP/xampp stack and do your dev work using the editor of your choice.

Design = look good
Development = work good.
Front level web design is usually html / flash and is the eye candy you see.
Back level design is usually programming in PHP / ASP / Java / actionscript / etc etc and is what makes it have more functionality such as a search engine, mail functionality and other useful features.
Subcontractor creates a website for me and charges me for "website development" by hour. Who owns the site?
If not clearly specified, who is the copyright owner of that website? Given the name of the website is not on the invoice. Everything is done using my equipment and the site is hosted on my server.
If he is charging you for website development it can’t be HIS website can it? If it was his why would you pay to develop it?

I’m not as up to date as I used to be but there’s not any one particular software used to create these sites. It’s a combination of several different apps. Flash is the most prominently used design tool but there’s dreamweaver, php (language), Adobe’s PageMaker, assorted Macromedia tools, too.
