Need Help Designing An Ecommerce Marketplace?

I am attempting to design an ecommerce site, that i want to integrate with a web-forum. I plan on letting members sell whatever they want for a small fee (mostly .pdf and .doc items). I need help finding a way to design it to manage the which marketplace area they can sell in and a way to keep track of how much i owe them at the end of the month
